BIO: Richard H. Rugen is Vice President of Administration and Finance at Bloomsburg University. He assumed his duties at the University in January 2003.

Dr. Rugen has worked in higher education administration for over twenty-five years. He served as Vice President for Administrative Services at Thiel College prior to coming to Bloomsburg, and spent eleven years at Kutztown University in a variety of administrative positions.

Dr. Rugen holds an Ed.D. from State University of New York at Albany and a B.A. and M.A.T. from Colgate University.
