The Office of Research and Sponsored Programs (OR&SP) serves as the principal point of contact for individuals seeking and/or managing external and internal funding for research and other creative activities.

Mission

 

Bloomsburg University encourages and supports research pertinent to the mission and the scope of the institution. It also encourages sponsored projects that support the academic activities, promote service, or meet a perceived need. In this spirit, it is the intent of Bloomsburg University to maximize the opportunities for sponsored activities by helping faculty and staff seek funds in support of such projects

The Office of Research and Sponsored Programs, within the School of Graduate Studies and Research, is charged with promoting research at the University and aiding faculty and staff in the submission process and in post award management.

It is the general policy of the University to endorse and support proposals for sponsored agreements that serve the best teaching, research and public service interests of the University. The President or the President's designated representative, is authorized, on behalf of the Council of Trustees, to accept funds for research, training, or other special projects from outside sponsors.

OR&SP Services and Responsibilites

 

The OR&SP assists faculty and staff in identifying funding sources and in locating application forms and guidelines.

The OR&SP reviews funding literature on a daily basis and calls funding opportunities to the attention of the appropriate faculty and staff.

The OR&SP reviews proposal budgets to ensure that they are in the proper form and are in agreement with the proposal guideliens. The OR&SP also evaluates any University commitment that is made in the grant.

The OR&SP aids faculty in the submission process. All proposal submissions that are not individual awards (fellowships, etc.) should be submitted to the funding agency by the OR&SP. The OR&SP will normally take care of obtaining signatures on proposals, copying, and mailing. For proposals to federal or state agencies with complex forms, the OR&SP will prepare the forms from the project director's rough drafts.

The OR&SP helps with contract negotiations, contract preparation, legal review and other post award details.

The OR&SP has a post award oversight responsibility to insure that funds received are spent in accordance with the budget and agency guidelines.

The OR&SP reads grant proposals and make suggestions for improvement if asked by the preparer.

The OR&SP provides certain types of descriptive material (boilerplate) and helps with obtaining statistical documentation in certain areas.

The OR&SP helps faculty in complying with the requirements of the various oversight committees that are mandated by federal and state laws and University policy.

The OR&SP provides administrative support for the human subject review process and the animal use review process.

The OR&SP does almost anything else that will aid the grant writing and submission process given the restraints of time and personnel.

The OR&SP does not make judgments about the worth of proposals. The decision on whether a proposal is in the best interest of the University and whether or not it should be submitted is left to the preparer and supervisors. Normally the approval of the Chair, Dean, and Assistant Vice President and Dean of Graduate Studies and Research are required.
